Default NEED HELP!! Converting obd0 to obd1

i have a 89 crx and just swapped a d16z6 engine into it. The original ecu the pr3 was working fine with it, but now i bought a p28 and want to install it. I bought the conversion harness and plugged it to the p28 to the car. The problem is that it won't start right, it makes a choppy sound. Help!!!

Does the engine start and idle rough.

Does it die if you hold the gas for a little while?

sometimes it won't start up, and when it does start up, the idle stays below 1000, i tried putting into first to see if it would go, but it just dies again.
