well when my engine is cold and so is the timing belt, i can move it back and forth on the cam gears but when the engine is hot i cant move it at all, now if i were to tighten it when it was cold, would it be too tight when its hot and possibly snap or dong something bad...

 

it shouldnt move wether(sorry dont know how to spell. ahahahhaha) or not its cold or hot. your timing belt should always be tight but not too tight for it to snap right off. just good enough.

 

ok so what should i do then, its really tight and perfect when its warm...but loose when cold like i stated...dam i hate this feeling...

 

maybe you should let your car rest for like a day, but if not, a couple of hours. than start to tighten your timing belt tensioner. and then check on you cams to see if the timing belt is still loose. if its still loose than you've got a problem which i dont know so try that out.
