Default F22a1/H23a1 hybrid problems - yes, I searched...

I've got a 1992 Honda Prelude, which has the same F22aX engine as 3rd gen Honda Accords. CB7tuner.com turned me on to the idea of an H23 head swap, so I got one and put it on while rebuilding my engine due to a spun rod bearing. Unfortunatly, I'm at the end of the project and the car will rarely start, and when it does it's only for about a minute, maybe 2, and during that time it will run at something like 200 RPM (oddly smooth for 200 RPM too, it seems like engines usually shake more at low revolutions, it's smooth as can be.)

so here's what I know:
-The ECU is good
-The cam timing is dead on
-Despite this, I get a code 9 anyway (cyl 1 pos sensor)
-I can't set the ignition timing because the car won't run long enough
-All sensors are hooked up, although I havn't double checked the cyl pos sensor
all vacuum lines are hooked up except for ones running to components I don't have
-I'm missing a fast idle valve
-I'm missing an intake control solenoid
-I'm missing an IAB control solenoid
-the spot on the throttle body for the fast idle valve has been covered, there is no vacuum leak there
-the port for the vaccum line that goes to the intake control solenoid has been capped, and the one for the IAB solenoid is running straight to the diaphraghm (no open ports)
-it is getting spark
i-t is getting fuel
-loosening the idle screw doesn't change the idle.
-JDM F22b engines are the same thing as this hybrid and call for 1 step colder plugs
-It will only run (and only on occasion) if the distributor is set so it's not rotated in either direction. I don't know if it's advanced, retarded, or neither at this point, so hopefully that description gives a fair enough idea.

what I don't know:
-I've been told the cyl position sensor is in the distributor. I had to take the distributors apart and put the F22 core in the H23 base. There is a possibility that this process may have made the spark inssufficient, and/or somehow damaged the cyl position sensor.
-I can't tell if there's enough fuel
-I can't tell if all the gaskets sealed just right
-if 1 step hotter plugs would keep it from running (I doubt it).

What I want to know:
-I figure the fast idle valve and IAB control can't be the cause of the problem. Can the intake control valve?
-If there is a spark, can I assume that my distributer was put together well enough that there should be sufficient spark?
-If fuel is moving, and there's nothing wrong with the ECU, and the only fuel leak has been fixed, can I assume the fuel should be flowing as well as it's told to by the ECU?
-Without the intake control valve, could the ECU be telling the fuel injectors to jet too little fuel?

Can anyone help me with this? It's costing mom and I $20/day for me to drive her car and her to drive grandpa's, I've got to get the Lude running again immediatly!
And please, anyone reading this, if you know someone who may know about this, draw traffic to the topic, mom and I can't afford much more down time. The project keeps getting more expensive and gas is too outragious for both of us to be in trucks. And mods, please don't consider this clutter for being in 2 forums, it's justified. This is becoming a huge financial burden so I need traffic, plus accord guys know more about the F22, prelude guys know more about the H23, and they're not going to cross forums, so I need to be able to put information together.
I'll spare the burden of having it in "Hybrids" too.

Thanks
