Yes. In the planest of terms. In most all cases, if the timing belt were to break at speed, there would most likely be collateral damage to valves, valve followers, valve guides and possibly pistons (valves hit piston, etc)
BUT, there have been cases where tey broke at start-up where the few lucked out.
If your next question is "should I change out my timing belt at XXXX number of miles?", I would answer yes if you're anywhere near the recommended time / milage period.
