If you want a cheap cluster, check this CRX/Hatch Si. You can get those on EBAY pretty cheap. I got a 89 Hatch Si cluster for my 88 (a little harder to find than the 90-91, this should be easy for you!) for $25 including shipping. Plug and play, my friend. If you really want to get creative, try the 99-2000 Civic Si cluster or the CRV cluster. There is a thread in here that explains exactly what you need to do and what parts would be needed. Do a search, it might even still be in the regular area rather than the archives.
BTW... if you go with the 90-91 OEM Si cluster, you can swap the speedometer out so you can maintain original mileage. It makes it easier to keep track of the chassis life without crazy documentation and such.

Any N1-style exhaust will not be quiet.

i have a dynomax super turbo welded up to my stock system, and under 4k rpms you cant tell its there, but over 4k it sounds like a crotch rocket accelerating. i think its cool... and it cost $38 for the muffler and $100 for the weld job.
