What car do you have? It could be 3 things, the gauge itself, the wiring or the sending unit (float)..

Damn I don't have the manual for the 87 CRX so it may be different. Try seeing if http://www.hondahookup.com has that service manual. On a EG chassis you would remove the access panel by the fuel pump. There is two connectors, one for the fuel pump and one for the gauge sending unit. Disconnect the fuel gauge sending unit connector and turn the ignition switch on. Use a multimeter to check for voltage between the terminals of this clip. (YEL/WHT and BLK/WHT in the EG, most likely different in your car.)There should be between 5-8 volts back here. If you don't get any voltage check the wiring. If you got voltage, turn IG off, jump the terminals you got voltage between with a wire and turn the IG on again. The fuel guage should move towrds the F mark, if it doesn't relace the gauge. Make sure to turn the IG switch off before it reaches the full mark to avoid damaging the gauge. If the gauge moved then the sending unit is bad. Again this is for the 92-95 civic so the CRX may be different..
