I was checking ebay for random crap and I saw this pic of an accord with a different fron bumper then Ive ever seen, I dont know if its a whole bumper or if someone just added the mouldings and fog lights to it. If thats the case, where would I find those parts, off a euro spec accord?

No, that's just made in china junk added piecemeal to an accord. Look at the moldings, door handles, etc. The same reason why they sell 'chrome taillight trim' and 'wood door handle covers'....cheap knockoff 'VIP' style stuff.
