Ouch, that's a pretty risk gamble in my opinion. I haven't messed with cranks too much but I'd rather spend a little more $ on a new/replacement and not have my motor implode.
mine looked worse than that, i had the machine shop cut mine 10/10 and got oversized bearings, it turned out great perfect clearances, i turn it to 7.5k daily with a turbo on 10 pounds and its holding strong with 7,000 miles

Have a machine shop inspect it.
The spun area's may be worse or better than we assume they are. I would really need to see that crank in person and measure the clearances. Honestly... if it's not spun too badly you can have the block align honed and the crankshaft fixed. It looks like in an area of hte crank the bearing melted on the crank... but sometimes pictures can be misleading.
