bottom fuel filter connection

I have been trying to change my fuel filter but cant get the bottom where it connect to the line of. I used tonnes of penetrating lube but still nothing. any of you guys have this problem? what did you do?

You know its 2 wrenches to get it out. I believe a 19 and a 17.

Maybe you are turning the wrong way since it's upside down.

im using 2 wrenches and turning it the wrong way and nothing
