Default questions about d15b po8 in 97 hatch (ecu, intake manifold ect)

i just bought a 97 hatch with a po8 d15b in it. car runs fine, but gets shitty gas milage. right now on the car it has a crappy y7 intake manifold and is running off a obd2a dx ecu.

to fix the problems i was wondering if these couple of things would bring the car back to where it should be.

first thing is to use a jumper harness to go from obd2a to obd1. then get a p28 ecu chipped to the po8 specs. and to fix the intake manifold problem i would use a complete z6 intake manifold. i hope this sounds all like it would word to you guys who know alot me othan me. any feed back and misc info would help alot thanks.
