Nitrous.

Intake+exhaust will net you about 12 hp at the wheels max. And even if you try to save money, getting a cheap intake w/K&N and a good stainless exhaust, it'll run you about 500 total.

You COULD do a head swap from an RSX-S, but that would be http://www.k20a.org's business, i'd have no clue how to do that one.

Pulleys dont make power, they just make the engine use less power to run accessories.

Intake: 60 (ebay intake+K&N)
Exhaust: 400 (quality stainless steel mandrel bent. Bad exhausts=noise and shortcuts)
Pulleys: 150 (AEM or Unorthodox Racing)
Header: 2-300 (And I dont know if there is one)

You would have spent almost 900 dollars for 15 hp to the wheels.

You CAN'T get good performance for cheap.

You could get a custom turbo setup for maybe 2500 or so, which would give you 80hp for 2500, or get 15hp for 900. You'd be spending 30 per hp with a turbo versus $60 per hp with the boltons, which is more economical, but not the 400 you want.

You can't make 20 hp for 400 bucks, unless you use nitrous. Basically everything everyone sells taht says '20 hp for 9.95! Gain 15 hp from this intake!' is trying to milk you.

I have to agree with the previous posts and their authors. Horsepower costs money. And any improvements made have to be co-ordinated, and well planned in order to make anything other than symbolic gains.
Nitrous oxide systems will get you that 20hp and then some, but it is a finite sourse (you have to keep refilling it) and is probably the only stand alone system for less than $600.00.
Turbo's will see you about $5,000 for a serious system, as will a H22 swap.
Just remember that anything you do is a compromise, and the most gains are realized with well thought out combinations of things. IE: 4x2x1 header, 2 1/4" exhaust system, head work including porting, polishing, shaving and ECM reprogramming.

No I meant using bolt ons you'd gain 15hp for 900....equaling 60 dollars per horsepower

Or spend 2500 or so for a turbo setup and gain 80+hp for 2500, equaling 30 dollars per horsepower....much cheaper per horsepower gain, but a very expensive undertaking.

One of the things i'd look into is finding a shop near you that would mate an RSX-S or Japanese DC5 Integra type R head (the top part of the engine) with the bottom of your engine. That would give you a better powerband.

Or you can talk to the people at Hondata and see if the RSX-S ECU can be put in your car, because then you could use KPro, but it's still expensive (over 1000 I believe)

There's no such thing as a lot of cheap power, unless you consider nitrous.

If you go by ricer numbers...
exhaust=15 hp
intake=10
header=15

you dont know how many people in my town think bolt ons make their car 2 sec. faster ...

Save up money and make some real power.

^ yup. They're really misleading. Even if your intake gains 10hp at the crank, it'd only be 7 or so at the wheels....and you really cant feel the difference of 5 or less...eh.

everything selux said is right on the money, no pun intended. One thing that hasn't been mentioned yet is looking into suspension and tires. You could probably get a nice suspension setup for 900 bucks, and the gains would probably be more noticable than intake, headers and exaust.
