Default Speedo Question

Heres another interesting question:
about 6 months ago we did a built B16 engine for a customer. We pulled the motor out, did machine work, built it, then put it back in the car. everything works, except the speedo.

Car has a B16 Hydro transmission with an ITR LSD and ring gear.
Brand new VSS sensor

Now, here is the funny part. the car is a 99 SI and we converted it to OBD1. It has Uberdata on it. Uberdata has launch control. Launch control is MPH sensitive IE it engages below 6mph. after 6mph it goes away.

Well his speedo doesnt work, so launch control should be on all the time because to the ECU the car never goes over 6mph correct?

well, launch control works, and then disengages after you launch it, effectivley meaning that the ECU somehow knows the car is past the 6mph mark. how the **** could it know that when the speedo doesnt work?

my question is, why doesnt the speedo work, and why would launch control work and then disengage?

so, how would a bad fuse no let the speedo work?
all fuses are good i checked already
