could it be a cracked block ?
well ... i had been having a problem with my 94 civic cx hatch overheating (d15b8)... unfortunately i had to evacuate because of katrina and it started running really hot, past red line so i pulled over and then my car wouldn't start anymore so i called my friend where i was going and we towed it the rest of the way... i had my uncle , a former mechanic, help me with trying to fix it ... first we thought the radiator because it was spitting water back out... that wasn't it , i took out the thermostat to see if the water could run freely then , it still shot back out... so it was a compression issue, so i changed the headgasket and i did it correctly... the old one was messed up so i did need to change it ... then it still wouldn't start ... the head i think is a little warped but if so it is only like 1/8 " (will that make it not work) there was also rust in the cylinders which really worries me. but in any case it still wouldnt start ... my other friend back here in pearland said it could be a cracked block... do any of u have any ideas ?
im getting the car brought back to pearland next week and taking to my mechanic whos going to look at it and see if he can machine it off or if i should get a new engine... if i get a new engine im thinking a b16 from hmotorsonline.com , the complete swap. any help or comments would be appreciated.

Yikes!!! A 1/8 in. of warpage on a head is insane dude. Factory spec only allows for like .008 in. warpage on the head. Very small amount but still enough when talking mechined surfaces. I would even be very worried about a head that's got a warpage of 1/64 in.
*UPDATE*
Honda specs:
Head warpage limits: Minimum Allowable..............0.002 inch
Service Limit..............0.008 inch maximum
Head warpage at manifold..............0.006 inch
Well these are the specs so it should give you a good idea of how bad things are. It's not looking good with a 1/8 in (0.125 in.) warpage. I feel bad for you cause it's not good news. Best of luck and PM me if you need anymore help.
