stock dx failed emissions 5x need ideas

Long story short, my mpfi 5speed dx crx with y8 motor is now a stock d15b2 dpfi with stock exhaust and a good cat from what I know. ALL TO PASS INSPECTION. Ive pulled all the stops, my NOx and HC are beautiful but Ive failed for the CO%now 5 times.
Stock CRX DX setup with fresh oil change and "Guaranteed to pass" ran in the last gas tank, now its a fresh tank.
NOx Standard - 1657 Reading - 251
HC Standard - 212 Reading - 161
CO% Standard - 1.2 Reading 1.99
The car is fully tuned up except for a PCV valve which I just replaced 5 minutes ago. I ran the car a bit and checked my spark plugs to see if im running rich/lean and the spark plugs look nowhere near rich, kinda "powdery" im guessing lean. SO, im not running rich, i dont smell fuel or anything BUT i still ran a 1.99 instead of a passing 1.2. So other then the PCV valve and possibly another bad cat, I'm out of ideas to get this thing to pass CO%.
I always heard that If your NOx was really low that means your CO% is gonna be high meaning your running rich not lean. So is there a way I can lean this sucker out even more to get that CO down? Cause I am going crazy.
Does Retarding my ignition timing make the CO% go down anymore because I know Advancing the timing wil kill ya. Would gapping my spark plugs a different gap have any any effect?? theres only so much I can do to a stock dx

Hmm...coolant system running optimally? Injectors are at full service life? Just ideas, us Floridians don't have to deal with that silly stuff.

coolant is fine, as far as my injectors go, Im using a stock, untouched dx intake manifold that was pulled from a crx in the junkyard, Im gona check out the injectors tommorow if they can be taken out. Im all sorts of frustrated with this 17 second beast.
Methanol and Ethanol both mix with gas and burn much cleaner. Some rubber components may be destroyed by them, so extended use is not recommended. Run the fuel tank down to almost empty. Add 1 or 2 gallons of Ethanol or Methanol. If the car idles or runs rough, add some gasoline untill the idle is smooth again. Have the car tested. After the test fill the tank with gasoline and drive it to remove as much of the alcohol as possible. Most large hardware stores will have Methanol or Denatured Ethanol. Do NOT use other types of alcohols such as Isopropyl (rubbing alcohol).

are u saying i should get the car tested with that **** in my gas tank? wouldnt that spike up my CO%??? or run it thru the system, then refill, then take the test.

co is unburned fuel you need to lean it out a little. doing thi smay make your nox readings go up a little but it should not put you over the limit.
just disconnect a vaccum line right before the test
make sure it is real warmed up and a coupple bottles of drygas in the tank cant hurt
