I would go to Locash Racing. They are an authorized Hondata and Neptune dealer. Joe at Locash Racing has an extensive background in tuning B-Series and K-Series Engines. He has a dynapack dyno so he can control the load on the motor and tune your engine to its maximum brake horsepower. He has tuned several ITRs in the past and I would not trust any one else in Phoenix to tune your ITR.
