Odd Idle/RPM Problem... Help?
ok, so when im rolling into a light... even down to the point of like 2mph, my rpms sit between 1500 and 2000.
they just pick a random spot and sit there. steady as a rock.
the only way the move is:
sometimes if i come to a complete stop they will drop down to normal.
or i have to stop and blip the throttle and they will drop down to normal.
sounds random... but whatcha gonna do.

tighten the fitv
clean out the iacv
clean the throttle body make sure its not sticking.
i would do them in that order easiest to hardest and see if any help 1 by 1

The FITV and IACV are very easy to work with. The FITV is that big ugly mess under your throttle body with two coolant hoses going to it. There are a number of how to's on this site. The IACV is held on by a couple of bolts to the back of your intake manifold by the firewall. It has a screen that can be blown out with some carb cleaner.
I doubt it's either personally. Sounds to me like an intermittently vacuum leak. Squeeze on all your air hoses and look for cracks, or if they're the stock 10 year old hoses, just replace them.
