Default Likelihood of TIAL 38mm diaphram bustin on 9psi?

Hey i am losing boost and im thinkin the problem is either the wastegate or the BOV. I was wondering what are the chances of a tial 38mm wastegate diaphram breakin on 9psi?

Not likely, but it's real easy to check. Remove the vacuum line going to either the top or the bottom and try and blow through the wastegate. It should hold pressure on both sides, if it doesn't then the diaphram is torn.
