Default Possible to weld 4" vband flange on 3" vband housing?

I was looking on ebay at vband flanges and I saw this: http://cgi.ebay.com/ebaymotors...wItem

which says:
- Works with all Turbos with 3" V-band Discharge

Now, to me, I think that this is a typo, because I dont thik that would work...but

I was wondering if you could get the 4" flange and slip it over the 3" flange and weld it to the housing, because there is enough room on the exhaust housing for a 4" (the turbo is a Precision PT61) and it looks like it would just slip right over it, and this would save me alot of headache in making a downpipe, thanks alot guys.

you'll make more power with a proper flare from 3-4" right off the turbine wheel.
