Default Won't shift!!

I have an 89 CRX with a B16A and Y1 transmission (cable). While I am moving and sometimes while I'm stopped I can't put it into gear. For instance, I'll turn the car on with it in first and the pedal pressed and sometimes the car will want to move foreward and if I have the brake on it dies. It's like the clutch is always at least partially engaged. It doesn't seem to be disengaging the clutch like it should. I checked to see if it needed to be adjusted cause I know there can be a little play in the cable over time. The lever that the cable connects to outside of the case seems to have full movement so I almost think it's something inside. Any ideas?

screw the adjusting screw to the right so it gets tighter, try 3 turns and see if it helps if not try more
