Default Blown Fuses

I drive a 1995 Honda Civic EX and i just recently changed my "Starter Signal" fuse and after 2 minutes of driving, the fuse blew out again and everything on my dashboard went dead.. why?

Your starter signal wire shouldn't be drawing current when the key is in the 'on' position as far as I know. You might want to check your ignition switch with a voltmeter.

Did you happen to check the ignition switch to see if the starter wire was drawing current or not? If that's not it, you have a short somewhere.

Check the wires, to find a short you have to start at the source of the problem and work your way backwards, shorts suck!!

the "Starter Signal" fuse is fuse #18, it runs signal to the ECU and main relay. check for wires that are bare or pinched.
Its the blu/wht wire that runs to the ECU from the Main Relay connector. It could also be the blu/wht wire that runs form the under-dash fuse box to the main relay.

Since there should be no power on that line unless you're in Start there is something seriously wrong somewhere.

also AutoXer's post is right on too, check if your ignition switch is crapping out on you.
Do you have an alarm with auto-start???

my mistake, its not the "starter signal" fuse, its the "back-up light" fuse

back up light, Fuse #15. (12V in Run or Start)
supplies power to the Clock, Hazard Switch, Gauge Assem, Integrated Control Unit and Backup Lamp Switch through a Yellow wire.

There is a short some where in the circuit, now all you have to do is find it.
