2K RPM B18B P75 Idle WTF ?! I Cant Figure This Out.. PLEASE HELP !!!

ok heres the story.. i have a stock LS B18B with a stock P75 LS ECU and when im driving and i push the clutch to get out of gear or whatever the RPMS shoot up to around 2,000.. but then if i tap the gas while its at 2,000 it'll rev up like it should if u tap the gas and then fall back down to about 1,000.. and if i start driving again and im doing say 1,500RPM in 3rd and i push the clutch the will go up to around 2,000 RPM and sit there and idle there.. untill i tap the gas and then it goes back down to about 1,000 this is all while the engine is at normal operating temp. ANY IDEAS? PLEASE HELP!

need help ASAP because i need to know if i should be driving it or not
my ls in my crx was doing that and it was the alternator going bad. Got a used one and hasn't happend since. Hopefully this might help, i'm not sure!
