if you want to do that to your car, clean your tires with a fairly strong degreaser, but don't leave it on for more than a minute. kinda like a spray on/spray off kinda deal. then mask off the lettering that you want painted. then just use white spraypaint. don't soak it tho, apply it very thin, or else it will come off. we did it to a friends tires last year and its been on through winter so i suppose it should work pretty good for u.
You might want to try an art supply and get "Mean Streak" marker it is most often found in white. It will mark on a wet surface. It is kind of like the glue stick in form. no masking required. We have used them on dirt bikes and sport bikes for years. Also very common with graffiti kids. You may even find them at a graffiti/hiphop shop.

You can paint the lettering any way you want, of course (although I agree that it reminds me of a 60's muscle car, but hey, it's your car). However, I don't recommend spray paint if you want to paint the lettering without getting paint all over the background, too. You want to use paint that comes with a brush, so you can paint the lettering without painting the background. Markers might work too. Just not spray paint.

whats wrong with the spray paint?? you can tape the letter and cut letters off cover the rest of area and pishhhh..done!!
