True fog lights do not cast light upwards, like above the bumper. Fog lays low to the ground, but usually not on the ground. So the fog lights cast light to the pocket of air that is underneath the fog so the light goes farther and helps you see better. The reason that they dont cast light up is it would just reflect off of the fog...just like your headlights do.
So to answer your question, if you are driving in fog, the foglights would generally be better, but for just extra light in normal driving, then driving lights or some other type of aux. light. .....Also, alot of the "fog lights" arent really fog lights. And of course everything also depends on the brand you buy...some are brighter than others

like what chris said..fogs are for bad weather, driving lights are to be used in conjunction or as a replacement to your high beams. the big lights on the mitsubishi evolution 6 are true driving lights, as they light up all thats in front of you w/o regard for oh i duno...opposing traffic
thanks, another question let say I installed a pair of driving lights, decent brand let say, does the light output go further than the standard projector headlights on my integra?
