It shouldn't have to .. the belt should be loose until you tighten down the tensioner.
Well if remember correctly, there is a timing cover over the tensioner, and I'm pretty sure that you can't take the cover off with the crank pulley still on.
BTW - what is a "main" crank pulley? I'm assuming you mean the crank pulley.

If you just need to adjust the tension, there is an acces hole in the cover. If you need to replace the tensioner, I believe the crank pulley must be removed so the lower cover can be removed.
what is the step to tightn the tension is the question....or will it auto tightn when i tightn the tension bolt?

It's on a B18C5, but the proceedure is the same for your B18a1.
You need to retension the tensioner pulley. To do so, place the crank bolt back on the crank and turn the crank counterclockwise three teeth and then tighten the tensioner pulley. The timing belt should have about a 1 inch deflection if you press on it in the center along the front of the loop (long side).
