Default Directional Lights

In order to replace the headlight bulb for the directional light on my 97 civic ex, do I have to take off the front bumper and fender? Or do I just take off the fender? Any info will be greatly appreciated.

EDIT: unless you mean side marker bulb.. then you dont have to... just pop it out
