what does "VIA" printed on the rims mean?
It appears to what looks like a V, an I, then another V that is upside down.

Yep, like veggie said... same reason why your tires say DOT or your alarmclock says UL...

Third party organization (In Japan) that enforces the JWL standards. They make sure that companies are adhering to governmental standards. "
JWL is Japan Light Wheel Alloy (why it doesn't match the letter order, I don't know). Search the web if you want to know the specific tests performed... You'll most likely see these two together and on wheels manufactured in or destined to be sold in Japan (and probably some other Asian countries that adopt those standards).
