Need help quick... Does this fit?

There is a guy selling a rear license plate frame from a 2/4door he states. Will this bolt up with a hatch with or without mods?

ummmm might be mistaken (since im too lazy to look out the window) but hatches dont have those things?? its made into the hatch no??
