Default help with brakes

I have a 92 prelude si and the brakes have very little stopping power. When Im at idle and I press the brake pedal it goes up to about 1500 rpms and then goes back to idle and it does this repeatedly untill I let off the brakes. The pedal is hard it just doesnt do much. I was thinking that it was a vaccuum leak. Any suugestions??

Maybe your foot is too big - and you're hitting both pedals.........

almost sounds like your vacuum booster is bad. as in, when you hit the brakes, the leak gets to the motor, raising the idle to 1500 and up and down. Then, theres no vacuum assist which makes the brakes feel like they arent working. kinda like trying to stop with power brakes when the engine is off.
