I blocked mine on the IM with a piece of metal I cut to fit, All My vacumm lines are hooked up and I don't have a CEL. As long as you have an OBD1 car, you won't throw a cel with the EGR blocked.

Are sure the plunger in the egr is moving freely? Have you tried taking it off and cleaning it ?
