Driver Side Not Turning On With Mcculloch Kit?

I just purchased a 9006 Mcculloch HID kit for my 90-93 accord, but when i hook everything up, the driver side doesn't turn on. I tried to do some testing and both ballast work when connected to the passenger side.
So i changed the fuse on the driver side to a 30A and hooked up the HID ballast and bulbs again, and no go, it didnt turn on.
Anyone have an idea what I should be looking for and why its not turning on?

is the driver side getting power? grounding ok? check the connector? McCullouch kits are plug and play so they get their power directly from the connector.

yes its getting power because when i plug in a halogen bulb, it powers up just fine.
