I have a b16a1 question about my idle

Default I have a b16a1 question about my idle

Hey whassup all, I just purchased a 91 crx si, with a b16a1 swap from a friend of mine. I have watched this car take on many changes and mods over the years and its a sweet ride. just one thing I bought it for so cheap because he belives he hydrolocked it two years ago. He went thru a mud puddle intake too close to the ground like many unfortunate people out there. The motor is find running strong little too strong, after sitting in a garage for 2 years I have a project on my hands and not sure what to do next. I just turned it over today for first time and its reving at 8000 rpm and holding, and white smoke is billowing out muffler. Im not sure few vacum liines not going anywhere ect..ect.. but otherwise I was just wondering if anyone knew what I could do to bring the idle down so I could atleast bring it to a shop for a tru diagnostic. is there a leak in the maniold somewhere?, its at 8g throttle cable stuck?

the cable isnt stuck and not sure about leaks yet.....
