The ECU is out of a 90 civic Si.
I was told by OPM that is the best ECU to mod but no mods done yet, stock ECU

CODE 20...
Check grounds. Make sure they are all clean and making good contact.
Otherwise check to make sure your negative battery terminal is grounded correct. it shoudl go from tranny to frame to battery.
Not sure what a code #13 is off hand.

code #13 is the PA sensor (atmospheric pressure sensor circuit) that is what I came up with a Search of codes.
Any help with this & where is it located.
I need to try to fix it so that I can send the ECU to OPM, I need to get it back by the first of Oct.

If your idle is jumping like that (up and down) at a steady pace. Its most likely a vacum leak. Mine did that when I left the pcv disconnected by accident. (500rpm to 1600rpm to 500rpm etc...)
Get your hand under the manifold and see if you accidently unpluged the pcv line from the oil catch box black thingy. Then check the pcv.
