Leave it busted is the cheapest. replace new bumper with OEM or maybe a kit might be cheaper than oem. Hey theres always the body shop, and get it estimated. Shop around. Im sure you'll find something you can afford. GL

first thing first, you cannot buff out actual damage, and no a fog light will not replace your headlight if that what you asking.
i would just stop worrying about posting online with abunch of stranger and start work this thing out.
