built d-series runs but won't rev
i have a fully built d-16 with y8 head and p28 ecu jut got it back and in from pistons and rods balancing already had skunk stage 2 cams titanium springs and lifters msd ignition
so it starts and idles fine starts out rich but then runs just slightly lean but wont rev at all. could it be ignition timming or cam timing ? or just in need of tune ?

do p28's have to re-learn?
bcause it kinda seems like it is trying to learn right now it it is runnung full rich on the AF gauge then it will start to go lean untill it is about to stall then jump back to full rich

What model, what was done wiring-wise?
And yeah, if you're using aggressive cams and pistons, you'll need to tune it.
And why are you building an engine if you don't know that much
