Well I found a 92 Civic EX Sedan with a D16Z6 and lots of other mods. Ok, the car has 190k miles...90k on the D16. 17" Konig's with brand new tires, coilovers, brand new paint job, new aftermarket headlights and taillights, new catback exhaust, CAI, front strut bar, fairly expensive Pioneer CD Player, indiglo gauges, and other lil stuff. The motor runs great, no leaks, it doesn't smoke, new Zoom OEM clutch kit about 5k miles ago. How much do you guys think this car is worth? The owner is asking $4,000...I think I can get him down to $3,500.
With that many miles on the car you may want to include down the road maintenance as a factor in how much you'll pay (or if you even want it). Suspension bushings are a bitch to replace and you'll have to do those eventually. Heater cores seem to die around that mileage too, which is another hard to replace item (neither are very expensive, but time consuming to change).
Also, I'd pay him blue book for the car. Not a penny more. Mods do not make the car worth any more.

Well the heater core died and was replaced about 7k miles ago. The suspension bushing were changed when the coilovers were put on...roughly 18k miles ago. And blue book is 3,200 or somewhere around there.

Then I'd offer somwhere around 3200. Just know that there are going to be hidden costs, so don't spend all the money you've got on it. A car with that many miles is going to have problems wether they pop up right away or 6 months down the road.
Good luck!
