guys im looking around for 4 15 or 16 inch rims
with tires
these have been hard to find for under $600
do you think it is ok to just run my stock gsr rims and just put really low profile tires on and lower my car.

I think it is a bad idea. You will change your wheel and tire overall diameter, and it'll look horrible too. There was this guy in high school that put 40 series tires on 13 inch American Racing wheels. It looked very ghey.
15" - no smaller profile than 50
16" - ?? 40 or 45.
All the while staying within a couple percent of stock diameter, unless you don't care about screwing up you ECU (and performance) via improper VSS inputs.
Width is what you want, up to 7 inches wide, if you want performance.
Low profile is track only, unless you don't mind fixing bent rims or live someplace with absolutely flat roads w/ no potholes.
