is it necessary to cut the reinforcement metal behind bumper to install WW avenger front?

Is it possible to cut it off with a saw to fit it in right? i saw that it was necessary by the instructions on wingswest.com for the avenger kit. also, how much would they charge if i put the whole kit except the front and they place the front on for me?
