No its not, That cover only leads to the Guage sending unit not the pump....I take it you have never even opened all that up before to see that it is not the pump like you imply it must be on your car and only your car is that way.
It must be a 1 off Honda made with the fuel pump under the cover in the rear and the sending unit where the pump should be. Its worth a fortune........

Its in the tank, and the real only true way to change it was mentioned above drop the tank, but before you drop it unhook the sending unit under your rear seat.

thanks guys for the quick responses! I am very mechanically inclined.. although i am from the darkside crossing over.. Domestic.. to you guys... I usually work on chevy's as that is what we race.. but i picked this car up as my daily driver because of gas prices...

anyways... could someone let me know about how long it will take to change? Do I need to drain the tank? Only bout 2 gallons in it...

Also, I am changing the pump do to the fact of what is happening, and I hope it is the pump... someone tell me im right please.. here is the situation...

The car will start, and run, its a manual... now when I start driving... at about 10mph in 1st gear it starts to hit like what seems to be a "rev limiter", but as you all know there is no limiter on here... In the past the car has done around 30 in first... in second it does the same thing at about 27, 40 in 3rd and in 4th gear can do about 60... please tell me i am right in my thinking of a fuel pump

when its at idle or the key is on the "on" position is the ECU light on? Sounds like this may be a ECU problem.

But it may be a fuel pump problem also, as I have never had to replace mine, Im not sure as to that symptom you described, but it *might* be related to low fuel pressure.

are you getting a check engine light at all?

a bad idle control valve can do something similar at low rpms but you can get past it if you keep your foot down. but if it absolutely won't rev higher than that, its probably not the idle/air valve.

okay pull the passenger firewall carpet up and remove the 4 10mm nuts holding a shiny gold looking cover on.

Your ECU is located underneath, While its hooked up and the Key to the 'On" position or with the car running, watch how many blinks the ecu puts out. But this will only work while you have a check engine light.

It will blink consecutively so many times then pause then blink some more. If it repeats the same number of blinks after the pause you only have 1 code, but it may blink all kinda different numbers after the pause...make sure you write them down...how many blinks it is..

What kinda Civic you have DX or Si?

lift up the passenger floor carpeting and take a look at the light on the ecu. The light will blink a certain amount of times which will correspond to what code(s) it is throwing. if you do a quick search using the search button on the top right of the screen ( or the faq) you can find the key to what the codes are.
