ways to improve crx handling
I was thinking of upgrading my sway bar to a suspension techniques bar but I'm not sure if I should just buy the rear bar or buy the front and rear.

buying the fr bar would improve your handling, add the rear one and its that much better. have you looked into replacing the oem rubber as well?
Just take off the front bar.
What other suspension things have you done? I have zero complaints about my H&R coilovers and stock sway bars. Car is overall neutral with a hint of oversteer at speed. Just a quick lift brings the rear around most anywhere, but it's never out of control, even on the track. Unless I go in just way too hot, which is known to happen...

I have tokico blue struts in front (installed yesterday) with eibach pro kit lowering springs (1.4" if I remember correctly) and new monroe oem struts in rear (I had to replace them in the winter when I installed the springs. Stock everything else and bushings are all good.
A lot of autoxers will remove the front sway bar and add a beefy rear sway bar to maximize rotation. If I were you, Id just get the rear swaybar first and go from there.
The reason a front sway isn't really needed is due to the low CG of the car, as well as ~63% of the weight is over the front. FF cars tend to push in the corners w/o extra help, hence the fat rear sways people get.
