Fuel pump, maybe. A friend of mine had a 98 teg. He did an ls/vtec and found that his stock fuel pump was starving his engine. His fuel pressure actually went down as he revved his engine. I'm not sure if this was just an isolated incident, but I recommend changing out the fuel pump anytime someone does an engine swap or vtec conversion. Just a piece of mind thing for me. You should be willing to spend the money on a fuel pump since you're willing to spend the money on a fuel rail, which will do almost nothing for performance at the level you are currently at. The AEM fuel rail is just for the bling factor.
