Hello,
I had the same situation. I have a civic and changed a battery, then the Anti-theft system started working. I got the serial # and Reference # by myself and got the code at Honda. There was no charge. Maybe try another dealer? Does this information help you? Good Luck!

I used to provide codes to people on H-T, but was asked not to any longer because corporate Honda complained to the admins here (due to concerns over radio thefts I would assume). The best suggestion I can offer is this link to an Ebay seller that provides Honda/Acura radio codes for $8. I have NO AFFILIATION with the ebay seller if anyone is wondering - I think it is probably a honda/acura dealer somewhere if I were to make an educated guess.

How could you figure out what the codes were though? I get them free anyways because of being an independant shop, but it would be a lot easier to cut out the middle man.
