I need some help solving my problem with my speedometer went I turn the car on the speedometer goes to 20 MPH and it gets stock there even if I’m driving, but sometimes it goes back to normal, and I went I turn off the car and try to turn it back on it will go back to 20 MPH.

Any help will be appreciated

There have been several threads on the very topic over the last week. I would suggest a search using VSS, Speedometer and Cluster as search words, and limit it to the "Accord" forum.
I would normally do it, but I feel particularly lazy today. It's a great tool that I thing you should become familiar with.
