Default Valve clearance check question (B16)

I'm trying to figure out if I'm measuring correctly.

The cam gears were properly aligned pointing up with the lower scribe marks facing each other. The number one cylinder was at TDC (measured with a long zip tie) and had both the int and exh valves shut. At the same time the number 3 cylinder had the int valves open. Rotating it counterclockwise the number one cylinder opens it's exh valves as the next event.

Does this mean I had the number 1 cylinder at TDC for the compression stroke? Is this a good way to get the engine in the correct position?

Are the valve clearances supposed to get tighter over time? (I measured .15mm for exh)

I noticed that one exh valve was tighter than the other exh valve. Is this normal?

Thanks!

The easiest way to get the motor to the #1 is to line up the single mark on the crank pulley with the mark on the timing belt cover.
