yes you can. basically you need everything that you need for the h23 Vtec conversion except all h23 parts. you also can either seal the Vtec oil passage or get the OE seal (metal plug with a rubber o-ring) from honda or someone who is doing the H23 Vtec. if you have the h22 head in good condition along with the injectors i can get you the parts you need because i am doing the h23 Vtec conversion.

There is no "VTEC" oil passage. There is only one pressurized oil passage going to the head, and if you plug it the head won't have any oil. The metal "plug" has a specifically sized hole in it, and it's called an oil control orifice. It lets some oil go to the head, but not too much.

Why would you want an H23 head on a H22 block?

If you blow the H23 block you can replace it with a better block. You get cheap compression too. H23 head to H22 block will get you about 11:1CR with better oiling in the block, better baffling, better rod/stroke ratio, stronger crank all with only minimal loss of displacement. Also cams/springs/retainers are cheaper for the H23 than the H22.
