98 Honda Civic EX

Recently i've been noticing this noise and heavy hesitation when accelerating. The problem happens in the 1k-2.5k RPM range. It doesn't matter whether down shifting or when accelerating from a stand still, and isn't gear specific. The noise sounds almost like the engine is 'backfiring' but isn't quite the same noise. I'm not sure if this is an ignition problem, and whether i should change the plugs or adjust the timing. Any help would be wonderful. Thanks in advance
