Nitto Neo Gens any good?

I haven't tried them but I'm sure it depends on your needs. Are you specifically looking for an all-season tire like the NeoGen, because you want to use it on snow and in frigid cold as well as in nice weather? Or are you looking for the warmer-weather performance of a summer tire? Remember, all-season tires like the NeoGen are "compromise tires"; they perform okay in winter conditions (although not as good as a true winter tire) and they perform okay in summer conditions (although not as good as a true summer tire). All-season tires are a good choice for someone who has to use the same tires all year round in all weather conditions.
(Again, since I haven't tried them, I can't really comment about how these all-season tires compare against other all-season tires.)

Yes, in Texas you really don't need an all-season tire.

There are a lot of very good summer tires out there. The difference among them really depends on how much you're willing to spend for a better-performing tire.
The "budget performance" tire category offers a lot of tires that perform very, very well, on dry pavement as well as wet pavement, last a reasonably long time, and don't cost an arm and a leg. Great "bang for the buck". The best of these tires are:
Dunlop Direzza DZ101
Kumho Ecsta SPT
Yokohama AVS ES100
Depending on size, these tires cost as little as $60 or so for 15" sizes, and even in bigger sizes, they offer great value.
If you want to pay more for even better performance - like on a sports car where you really notice the difference - then you might want to consider the very best top-of-the-line street tires around, such as:
Dunlop SP Sport Maxx
Goodyear F1 GS-D3
But for most folks, one of the first three tires is all you need.

i had the neo gens for about 5k miles before taking them and the rims off. very sticky, and very little road noise. AA traction means its good stuff. thats what its rated at
i have put SP Sport Maxx's and gs-d3's and all in all they have to be the most over priced tires i have ever seen. they wear down quickly and unless u have a need for super sticky tire they arent worth it IMO. we have one guy who has put 2 sets of gs-d3's on his cobra and said they are the worst tire he has ever had. noise he hates and he wants a comfortable ride. well in a performance tire a comfortable ride isnt really going to happen. he wont be back the next time for them i can bet. i am installing the direzza DZ 101's on my civic this coming monday and trying them out (got them for $35 a peice in 205-50-15) so i will be sure to post about them.
all in all yokohama and kumho are probably the best for the money IMO. discount tire direct is also good along with tirerack. go to local tire shops and ask them as well.
