Bad Grounds? other issues resulting in poor a/f ratios

hey im trying to help out my brother. He has a turbo integra and its been having some a/f issues.. It was just tuned a few weeks ago, but it recently has been having problems... Mostly when its cold out.

around 14 i think, sometimes in the 15's which is near detonation

A mechanic said that faulty grounds, might be an issue

possibly something with the injectors?

any other ideas

EDIT: tonight he just told me that everytime he touces the door handle.. he gets shocked! related?

He may have a short some where, thats causing iyt to ground out. As for the shock, I think alot of Integras have the same problem. Unless its a wideband, the reading wont be as accurate.
