why does a 90-91 integra have 10hp less than a 92-93?

my cousin has a 90 integra gs, that has stock 130 hp, and he recently found that a 92-93 integra has 140hp. they both have a b18a1 engine, why does the 92-93 integra have 10 more hp than a 90-91? please help!
