Legal or not to do engine swap in Cali?
Is it illegal in California to swap an h22a into a 93honda prelude si with a h23a1 engine since that engine is put into that year model anyway?

Nope, as long as the motor is same or newer then the car manufactured date. You will have to hook up all the emission stuff and run a USDM ECU(p13).

Yes, You have to have all the US couter-parts on the car. Like, you can not have a JDM header on the car, you need a USDM one.
I did a harness for a person in Cali, he passed BAR and all. I forget everything he did, but I know you have to have all the emission hooked up and working. USDM ECU, USDM header.
You can not fool the BAR people, they know what you will have. They have pictures of everything.
