Vortech belt change? *HELP*

Now my problem is, how do I get the belt to fit in between both pulleys at the bottom (crank and ?) , there's a piece of metal interfering and cant get the belt to go underneath 
i HAS questions ?

I think thats an omen to take the supercharger off and put a turbo on.
